The RAC/CP carries out and actively participates in projects that promote the pollution prevention in the Mediterranean, placing special emphasis on the training of local experts through trainer training initiatives. All this with the aim of contributing to the qualification of native experts who can act locally to improve ecoefficiency performance.
The RAC/CP cooperates with international organisations and with national or subregional initiatives promoted by organisations and institutions with the same objectives.
Some of the projects carried out up to December 2005 are as follows:
A project for capacity building in pollution prevention in Bosnia and Herzegovina. The project, which lasted 3 years (2002-2005) and was headed by the CESD (Centre for Environmentally Sustainable Development) in collaboration with the RAC/CP and the Croatian Cleaner Production Centre is set in the framework of an initiative of the European LIFE-Third Countries Programme.
The main objective was the creation of a cleaner production centre in the country and training through the transfer of knowledge, information and training in methodologies and techniques to enable the country’s industry to provide a solution to the environmental impacts created by their activity.
Among the activities carried out, we should mention the interchange of experts and the missions of the institutions of the respective countries, training in the methodology of the Minimisation Opportunities Environmental Diagnosis, the creation of a library and of adapted material for dissemination.
The activities carried out within the framework of the project have been:
- Support in the creation of a library.
With the objective of providing access to the information for as many experts as possible, a library was created with reference books on pollution prevention. The library was officially opened in June 2002.
- Translation of the methodological tools into Bosnian
Translation of the Minimisation Opportunities Environmental Diagnosis (MOED) and the Good Housekeeping Practices Programme. Case studies are also translated.
- Preparation of an information magazine - Voice of Sustainability
Magazine on sustainable development and environment. Ten issues have been published so far.
- Training activities an
d expert exchanges:
- The Experience with Industries (Barcelona, September 2002). Welcoming of a delegation of 12 members of B&H formed by representatives of Ministries, public and private institutions.
- Pollution Prevention and Cleaner Production (Sarajevo, November 2000). The objective of this seminar was to introduce the concepts of ecoefficiency and pollution prevention as useful instruments for companies. Attendance by more than 60 participants from public and private institutions and companies of the country.
- The Role of Government in Industrial Development (Banja Luka, February 2003). Training seminar for civil servants, companies and technicians. The aim of the seminar was to explain the role of governments in promoting the introduction of eco-management in industry.
- MOED training course (Minimisation Opportunities Environmental Diagnosis). One of the important components of the project is the training in carrying out MOEDs for companies and professionals of the sector. The course is divided into two theoretical modules and practice sessions in 4 example-companies that carry out a MOED. The RAC/CP supervises the MOED process, from obtaining data to considering the alternatives to introduce. The results are presented in the theoretical sessions.

Capacity-building project of qualification on methodology of environmental management tools in different Mediterranean countries. The project was y carried out specifically in Turkey, Tunisia and Syria.
Project financed within the framework of the European LIFE-Third Countries Programme.
The main objective of the project was to enable Mediterranean experts to acquire methodological and practical knowledge of different tools related to eco-management and ecoefficiency: the environmental management systems, good housekeeping practices and minimisation opportunities environmental diagnosis.
Tools were adapted to the Mediterranean industrial context with practical examples on the field. The project was developed following the same methodology, which was:
- Carry out of practical manuals in English, French and Arabic
- Organization of a training of trainers module
The project also included a Mentoring programme (programme of technical assistance) with the aim of exchanging experts from European companies and Mediterranean experts for carrying out joint-ventures.

Project financed by Global Environmental Fund (GEF) and defined within the framework of The Mediterranean Action Plan. The project aims to facilitate the introduction in the MAP countries of the Strategic Action Programme that includes principles and objectives related to the LBS Protocol on prevention of pollution from land-based sources.

Also two regional courses have been carried out on how to implement the BAT and BEP in industry and how to take them into account within the National Action Plans of that have to be implemented in the Mediterranean countries.
The drawing up of documents elaboration included a broad participatory process with various revisions made in expert meetings co-organized with the MEDPOL programme (Split, 18–20 March 2003; Barcelona, 8–10 April 2003) as well as by the National Focal Points of the RAC/CP.
The regional plan was presented and approved at the 13th Meeting of the Contracting Parties to the Barcelona Convention (Catania, 11 –14 November 2003).
The Guide to the Introduction of BAT and BEP in Industry has been recommended as a reference document for the countries to draw up their national action plans.

A project which compares the MOED and EMAS methodologies in order to identify synergies between the two and to draw up a process in stages that the SMEs can follow in introducing an environmental management system.
The RAC/CP’s part in the project consisted of the comparative study of the two methodologies and the practical demonstration of how to make a MOED.

In order to meet the objectives of the Azahar Programme, in addition to the cooperation projects, an advanced seminar programme is carried out annually. These seminaries are organized by institutions and organisations with recognized experience in their field.
The seminars are aimed at about 20-25 experts and professionals, mainly from public institutions or ministries of countries in the Maghreb, Middle East and Southeast Europe.
The objective is to deal with specific issues within the performance framework of the Azahar Programme that affect the whole region, centred on Mediterranean experiences.
The seminars are totally practical and applied to the current context of the participant countries. They promote the active participation of the attendees, combining theory with the study of cases and the exchange of experiences through round tables.

Content: The industrial sector has traditionally resorted to end-of-pipe treatments as a measure to reduce its environmental impact. But these solutions are inadequate and require investments that do not affect any benefit other than compliance with environmental regulations. Mediterranean industry needs to integrate the environment into the productive process itself, through the application of best available techniques (BAT), best environmental practices (BEP) and cleaner technologies that minimize the activity’s impact on the environment. The objective of this seminar is to facilitate the application of pollution prevention alternatives in one of the key sectors in the Mediterranean, the tanning industry, through the improvement of the ecoefficiency of its productive processes.
Place and date held: Barcelona 4 to 10 October.
Target: Professionals from Algeria, Morocco and Tunisia, with a technical background (engineers or graduates in sciences and with complementary environmental studies) and with a wide knowledge of the sector in their country.

Content: A training seminar aimed at reducing the pollution caused by the dairy sector through the application of cleaner production techniques.
The objective of the seminar was to facilitate the application of the industrial component of the Strategic Action Programme, contributing to the effective reduction in the Mediterranean of the pollution generated by one of its key sectors, the dairy industry, through ecoefficiency improvement of its productive processes.

Up
On-site dissemination project resulting from the Advanced Seminar on Pollution Prevention in the Tanning Sector, on Good Housekeeping Practices in the Tanning Industry in the Maghreb Region.
It has a double objective: to train and give the technicians of these countries the knowledge and technical materials to apply and extend the concept of cleaner production.
The main objective is the dissemination through trainer training s of a manual of good housekeeping practices to the countries of Tunisia, Morocco and Algeria.
The project contemplates several activities, among them:
- training trainers for the technical visit to Catalonia of technicians of the CNCC (Centre national du cuir et de la chaussure)
- the visit to Tunisia of technicians of the AIICA (Association for the Development of Tanning and Associated Industries).
- The drawing up of the manual (in Spanish, English and Arabic)
- Its dissemination in Morocco, Tunisia and Algeria in training courses.
