MEMORANDUM OF UNDERSTANDING (MOU) BETWEEN THE "MINISTRY OF ENVIRONMENT AND FORESTRY" THE TURKISH INDUSTRIALISTS’ AND BUSINESSMEN´S ASSOCIATION AND THE REGIONAL ACTIVITY CENTRE FOR CLEANER PRODUCTION OF THE MEDITERRANEAN ACTION PLAN

Ministry of Environment was established in 1991 and joined Ministry of Forestry in 2003.It is a governmental organization and its aim is to protect environment and natural resources and prevent environmental pollution for sustainable development.

Turkish Industrialists’ and Businessmen’s Association (TUSIAD)

TUSIAD is committed to the universal principles of democracy and human rights. It upholds the freedoms of enterprise, belief and opinion. TUSIAD seeks to promote the development of a social structure which conforms to Atatürk’s principles and reforms. It strives to strengthen the democratic foundations upon which civil society is based and supports a secular state based on the rule of law. TUSIAD believes that industrialists and other business people should assume a leading role in Turkish society and encourages its members to act on this conviction. TUSIAD aims to establish the legal and institutional framework of a market economy and to ensure the application of internationally accepted business ethics.

By working to increase the competitiveness of Turkish manufacturing and service firms, it strives to secure for Turkey a well defined and permanent place in the international economic arena. TUSIAD supports policies aimed at establishing a liberal economic system. By encouraging more efficient use of human and natural resources through employment of the latest technology, it strives to enhance competitiveness by permanently increasing quality and productivity. TUSIAD, in accordance with its mission and in the context of its activities, initiates public debate by communicating its position on a variety of issues. It conducts professional research projects the findings of which are submitted directly to the Parliament, the Government, the media, international organizations, and other states.

The Regional Activity Centre for Cleaner Production (CP/RAC) of the Mediterranean Action Plan


The Regional Activity Centre for Cleaner Production of the Mediterranean Action Plan, located in Barcelona Spain, was established in 1996 to promote sustainable patterns of production and consumption in The Mediterranean Region, focusing on cleaner production and pollution prevention, was nominated Stockholm Convention Centre for Stockholm Convention for 21 countries of the Mediterranean basin, (hereinafter "RAC/CP – Barcelona in Spain").

2. Scope of Cooperation

The Ministry of Environment and Forestry in Ankara , Turkey represented by Dr.Aydin YILDIRIM, Deputy General Director of General Directorate of Environmental Management, Ministry of Environment and Forestry, The Turkish Industrialists´ and Businessmen’s Associations (TUSIAD) represented by and CP/RAC- Barcelona, represented by Dr Virginia Alzina, Director of CP/RAC (hereinafter referred to as "the authorized representatives ) have agreed on the following Memorandum of Understanding (MOU). The parties mutually recognize the legal capacity of each other to authorize this document and

HEREBY AGREE ON


Setting up a strong cooperation framework between the Ministry of Environment and Forestry, Turkish Industrialists’ and Businessmen’s Association and the CP/RAC to promote the GRECO Initiative among companies in Turkey and achieving this mainly through the following specific activities:

   1. Transfer the expertise and know how on Cleaner Production to the Turkish industry through the website of GRECO Initiative; promote among Small and Medium Enterprises the Auto Audit tool.
   2. Coordinating and cooperating on organizing the main GRECO Congress in Turkey, in order to raise awareness and to transfer experiences and know-how to the Turkish private sector
   3. Promotion of GRECO initiative throughout the Turkish private sector: Brochures to SME, the GRECO Report with the analysis of 100 companies that have applied Cleaner Production (CP) and its results and other relevant materials.
   4. Providing visibility and promotion in our website and in our partner’s website to those companies that have applied CP in TURKEY (e.g on ASCAME or BusinessMed and the National CP Centres).
   5. Identification of one Turkish company to participate in the biennial GRECO ceremony where the GRECO Scientific Committee will select the winning companies for GRECO Award.
   6. Promoting success stories on cleaner production in Turkey for companies which have implemented successfully the cleaner production practices. This promotion will be after one year implementing cleaner production solutions in the country, the case studies will be presented in the GRECO Annual Report that will be disseminated throughout UNEP-MAP.
   7. Dissemination of CP/RAC activities and material among the Mediterranean Countries with specific reference to Turkey.
   8. Exchanging CP/RAC’s Ministry of Environment and Forestry’s, TÜSIAD’s experts, data base to back up the success of GRECO Initiative.
   9. For any activity that will be done in Turkey the approval of the Ministry of Environment and Forestry is required. Any activity or project which is not approved by the MoEF will be not supported by CP/RAC

The activities to be carried out for the implementation of this MOU will be set in a well defined plan within two months after the signature of this agreement. On the other hand, a follow-up committee will be set up, for with representatives from the parties to this agreement in Turkey supported by the CP/RAC to propose and, when necessary, discuss and agree on the activities that should be included in the working plan.

3. Duration of MOU

This MOU will be valid for a period of 3 years as of the date of signature and may be extended by written agreement of parties.
